The London Safeguarding Network provides specialist consultancy, training, and operational support across the children’s and adult social care sectors.
A core part of our work is supporting services that have received poor Ofsted or CQC ratings, helping them stabilise, address regulatory concerns, and return to a “Good” rating as quickly as possible. 1. Review and Analysis
We begin by carefully studying your CQC inspection report and the accompanying CQC commentary so we clearly understand the areas where improvement is required.
Our aim is not simply to help you meet the standard, but to help you move well beyond it. We focus on building systems that are stronger, clearer, and more robust, with the right governance, processes, and evidence to support them.

2. Understanding Your Service
Next, we spend time getting to know you and your service properly.
We meet with the owner, the registered manager, and the nominated individual, and we take time to understand your service model, your leadership structure, and the pressures you are facing.
We also speak directly with staff and carry out competency reviews across the team, so we gain a clear picture of how the service is operating day to day. This helps us understand not just what the policies say, but how the service is actually being delivered in practice.
3. Targeted Training and Development
Once we have a clear understanding of the service, we introduce targeted staff training and leadership development focused specifically on the issues raised by CQC.
This may include strengthening safeguarding practice, improving care planning, developing leadership confidence, or supporting staff to better understand regulatory expectations.

4. Systems and Operational Processes
Alongside training, we work with you to strengthen your internal systems, governance, and operational processes.
Where necessary, we can introduce an experienced CQC Registered Manager to support the service during the improvement process. 5. Ongoing Support Until Inspection

(08) Regulation 44 Independent Visitor Service We provide an independent Regulation 44 Visitor Service for children’s homes, in line with the Children’s Homes (England) Regulations 2015. Our service offers objective, professional oversight to help providers assure quality, strengthen safeguarding, and meet regulatory expectations. Our independent visitors bring experience of children’s residential care and understand the importance of balanced, evidence-based reporting. Visits are conducted with independence, consistency, and a clear focus on the experiences, safety, and welfare of children living in the home. The Regulation 44 visit provides an external view of how the home is operating, identifying strengths, areas for improvement, and emerging risks. Reports are clear, timely, and written to support continuous improvement rather than simply compliance. (09) Safer Recruitment & HR Audit We provide Safer Recruitment and HR Audit services for children’s homes, adult social care, and supported living providers, helping organisations ensure their recruitment and employment practices meet regulatory, safeguarding, and employment law expectations. Robust recruitment and HR systems are a core safeguarding requirement. Weaknesses in these areas can expose services to serious risk, regulatory action, and harm to children and adults at risk. Our audits provide clear assurance and practical recommendations to strengthen systems and reduce risk. Commissioners need to see that a service is safe, well-led, compliant, and capable of delivering consistent outcomes for children and adults. The London Safeguarding Network supports providers to access and respond to local authority tenders, Dynamic Purchasing Vehicles (DPVs), and referral opportunities across children’s services and adult social care. Our team works with organisations to prepare strong tender submissions, complete DPV applications, and ensure services are positioned professionally with local authority commissioners. We help providers present clear evidence of safeguarding practice, governance, staffing structures, training programmes, and operational systems so that services meet the expectations of Ofsted, CQC, and local authority commissioning teams. We also support providers to build relationships with commissioners and present their services effectively so that they are visible and credible within the placement market.
